Bump bioformats2raw and zarr-java, removing libblosc dependency

Hey everyone,
in line with glencoesoftware/bioformats2raw#324 this bumps bioformats2raw to 0.12.1 and zarr-java to 0.1.3 while removing the libblosc system dependency for CI and in the README.md, inline with bioformats2raw.

We had intentionally skipped this update, due to ongoing work on #156 and https://github.com/glencoesoftware/bioformats2raw/milestone/4 which will involve further updates to these dependencies before the next raw2ometiff release. If this becomes necessary in the meantime, we can always re-open.

If possible I would like a minor release with these bumps, as linux-aarch64 support is bound to it. libblosc is currently not needed anyway currently and its only a README change, but platform support is tied to the bump of zarr-java.

Following ome/conda-bioformats2raw#14 I am currently repackaging bioformats2raw and raw2ometiff etc. for distribution through bioconda and a stable list of supported platforms across bioformats2raw and raw2ometiff would be nice.
