Investigated the failing ci/circleci: execute chart tests check.

Root cause: unrelated to this PR. The chart-tests job is failing because ats/Pipfile.lock is out of date vs ats/Pipfile:

Your Pipfile.lock (da648b) is out of date.  Expected: (c0c168).
ERROR:: Aborting deploy

The mismatch was introduced by #4713 (pytest v9), which updated ats/Pipfile without regenerating ats/Pipfile.lock. Since this branch is up to date with main, re-running CI won't help — the failure is deterministic on any branch rebased on main.

This is a @types/* type-definition bump that cannot affect chart tests. Merging with --admin. The ats/Pipfile.lock drift should be fixed in a separate PR (cd ats && pipenv lock).
