Delivery context

No cross-repository dependency. This is the release-prep layer for downstream Boilerplate adoption of the GenVM v0.6-compatible linter already merged on v0.11-dev.

Problem and outcome

PyPI genvm-linter==0.11.0 predates the GenVM Manager bundle and current SDK-loader support merged in #19-#21. Prepare patch release candidate 0.11.1-rc.1 directly from v0.11-dev without promoting unfinished integration work to v0.11.

Non-goals: this PR does not include open #22 or #23, create a tag, or publish to PyPI.

Implementation and validation

• bump package and lock metadata to 0.11.1-rc.1 (PEP 440 artifact version 0.11.1rc1)
• make publishing tag-driven, route RC tags to v0.11-dev and final tags to v0.11, and retain exact-tag manual dispatch for recovery
• reject mismatched tag/package/owning-branch combinations and already-published versions
• run the native test suite before upload
• document the RC/final branch policy and cover version routing with fast unit tests

Validation:

• pytest tests/ -q: 109 passed on Python 3.10 and 3.12 in isolated environments
• release-policy tests: 12 passed
• focused Ruff on changed Python files: passed
• actionlint .github/workflows/publish.yml: passed
• uv lock --check: passed
• wheel + sdist build and twine check: passed
• installed-wheel metadata and CLI version: 0.11.1rc1
• built-wheel smoke against GenVM Manager v0.6.0-rc3 and the current Boilerplate contract: lint and semantic validation passed

Repository-wide Ruff still reports 26 pre-existing findings in untouched files; Ruff is not a configured required CI gate. Rollback is a normal revert before any immutable tag is cut.
