Backport the v0.2 ABI onto the v0.3 executor for a frozen v0.2.16 line: string-only user errors, gl_call Rollback message, exec_prompt json floats encoded as calldata strings, and a method-key bridge (new "" <-> legacy "method") so the prebuilt v0.2.16 runner sees the key it expects. Runners are no longer built from source: they are fetched from genvm-universal.tar.xz (see runners/index.json) and the registry manifests are pinned from the v0.2.16 release.
The v0.2.16 runner registry (all.json/latest.json) and on-disk tarball paths identify a runner by the Nix base32 of its sha256. The old `gvm32` module was a big-endian-integer base32 (and mislabeled Crockford) that only round-tripped as an opaque bijection, so it could never re-derive a runner's on-disk hash. Rename it to `nix32` and implement true Nix base32.
Add a dev-only top-level flake providing the developer shell and the git-hooks.nix pre-commit/commit-msg hooks, pinned to this executor's own toolchain (clang-format v19). Replace the support/nix/precommit tool flake — its hooks now live in the flake — and carry self-contained copies of the check-commit-message and md-local-links hook scripts. Ignore the git-hooks generated .pre-commit-config.yaml.
CodeRabbit reads .coderabbit.yaml from the PR head branch, and declaring base_branches overrides the org default. The `v\d+\.\d+(\.x|-dev)?` pattern did not match `v0.3-dev`, so PRs to the dev branches were auto-skipped. Spell the suffixes out as separate alternatives instead of an optional group.
