We're reaching the point where we can reveal the subsites to visitors.
We have the critical features implemented and the last 3 months of posts ported. See #1480 for individual points.
I think the sequence of events should look like:
This PR makes the subsites visible in the NavBar (step 1) and publishes a news item announcing the project.
