Go 1.27.3 fixes the crypto/x509 certificate verification vulnerability (GO-2026-6809). Update the go.mod toolchain, all GitHub Actions workflows, and the Docker build image.
golangci-lint v2.12.2 is built with Go 1.26 and refuses to target Go 1.27.3. v2.15.0 is built with Go 1.27 and lints the tree cleanly.
