Mirrors the top-level CMakeLists fixes from dll-css into dll-oss.
Includes multi-config handling, MSVC runtime/debug-info fixes, unique object names for duplicate source basenames, static curl configuration, pinned dependencies, and whole-archive curl linking.
Skipped the dll-css-only test target because dll-oss does not include tests/ExpressionFormatTest.cpp.
