• upgrade Effect, @effect/platform-node, and @effect/vitest to 4.0.0-rc.118
• migrate HTTP, HTTP API, RPC, and Config usage to the current Effect APIs
• prepare effect-libreoffice and @effect-libreoffice/api as 2.0.0-rc.118
• publish prereleases through Changesets using the rc prerelease tag
