Fix recovery of omitted owner answers

Summary

• Honor native projection omissions when collecting owner inputs for automatic handoffs.
• Keep older compacted inputs eligible; only explicitly empty projected entries are excluded.
• Extend the existing regression to cover ask_question alongside ordinary tool results.

Validation

• Installed fork native suite: 30/30 passed.
• Existing isolated pre-fix reproduction failed for ask_question while the ordinary-tool control passed.
• git diff --check passed.

This closes a conditional edge case for async-capable question tools; the currently installed question tool is sequential.
