eXIP 7.3.0.32 "Detach or Stick Apps" — backport to develop (EXO-90263)

Mechanical backport of the eXip validated by the PO on the Mips ACC (integration PR #413, merged into feature/mips).

• Diff-equivalence with the validated mips state: every commit is a git cherry-pick -x of the mips commit it names (no rewrite, no conflict resolution needed); the only content deliberately left behind is the mips FB version-bump commit (Task-87990), so the residual git diff <this branch> feature/mips reduces to the mips-specific POM version line.
• Landing order: social first (the pinneable-drawer wrapper), then layout/app-center/meeds (host, anchors, page), then the consumer addons (matrix, task, analytics, ai, email-connector, web-conferencing). Lands after social.
• Build: services + webapp packaged, green.

Classification: N1 — inherited from the source integration PR (the eXip carries Liquibase changesets and placement ACL surfaces; a backport restates the source classification and never lowers it, dev-lifecycle.md §3b). Approver must not be the author.
