…#596) Moves the root, worker, admin and receiver packages to 4.0.0, the receiver's worker range to ^4.0.0, and the wizard's RUNTIME_VERSION and RECEIVER_VERSION with the tests that spell them out. A major version because two defaults change what runs: a job no longer gets swap beyond its memory, and the automatic host budget can run fewer jobs at once on a small machine than PI_CONCURRENCY alone allowed. The release also carries pi 1.0.4 (#594) and closes the exit-key hole open since 3.0.0. No spec change. Full suite: 7272 tests, 0 failures. Refs #596 Signed-off-by: Rob Boerman <robboerman@live.nl>

Moves every package to 4.0.0. On merge, the release workflows tag v4.0.0, publish the worker, receiver and admin packages, and build the 4.0.0 job image.
