Enhancement: Support wrapper-specific EXIT_ON_WARN config options

PR #3332 adds EXIT_ON_WARN option, but implementing the ability to set this per wrapper was more involved than the scope of this work.

Describe the Enhancement

Add support for settings this option per wrapper. This involves turning on/off the ExitOnWarningHandler handler to raise the MPWarningError exception for each wrapper in both the initialization and running of the tools.
