Per #3335, add kde_ref_angle and write_weights options to the User's Guide and config file for Point-Stat and Ensemble-Stat.

Per #3335, since vx_util/point_weight.cc calls gc_angle() in vx_nav/nav.cc, the library linking order should now be -lvx_util -lvx_nav.
