Keep the Maven wrapper on 3.9.16 and prevent Dependabot from proposing Maven 3.10.0 or later.

  • Dependabot: Add an ignore rule for org.apache.maven:apache-maven under the existing Maven update entry.
  • Wrapper: Preserve the existing 3.9.16 distribution URL and checksum.
