What changed

• .corbits-triage.yml turns on four built-in rules with their defaults: no duplicate (fails when another open pull request has the same diff or commits), duplicates an open pull request (asks a maintainer on overlap), sensitive paths (asks on schema, migration, auth and secret changes; labels CI config and lockfile changes sensitive: medium) and risk (asks on high risk, labels medium).
• CI runs the policy check action from current main, which knows the four rule ids, so this file can pass the check.
• The existing actions stay: a failed pull request without a linked issue is closed, any other failure gets a changes request, and Unsure assigns a maintainer.

Verified

• The policy check on this pull request reads the new file and passes with the new pin. The contracts validator reads the file for this repository and names all four rules.
• Merge only after the hub build that knows these rule ids is deployed and upgraded, or the policy stops reading.
