Adds a SKILL.md for Circle's Refund Protocol (circlefin/refund-protocol), covering the pay/refund/withdraw/early-withdrawal flows based on the current contract source. Includes an explicit security warning about the known early-withdrawal issue noted in the upstream repo's README, and flags the contract as unaudited.
