Persist an explicit opt-in per chat and expose it through the generic composer settings menu. Preserve user intent with ordered settings mutations, direct-command snapshots, and automatic-dispatch suppression through durable persistence. Enforce Standard or Priority at every Codex execution boundary and fail closed when App Server cannot confirm the requested tier.
Exercise explicit Standard and Priority routing through the fake App Server and the pinned Codex Responses boundary. Cover command-snapshot precedence, queued-turn ordering, persistence across restart, and the Codex-only composer toggle in Lightpanda.

Adds an explicit per-chat Codex Fast mode opt-in so Garcon never inherits priority processing without user intent. The Codex-only composer control defaults to Off, persists and migrates settings safely, enforces Standard or Priority across App Server execution, one-shot, fork, compaction, handoff, goal, and queued-turn paths, and fails closed when tier confirmation is unavailable.
