Adds tom-select-bulma — a Bulma theme for Tom Select.

Uses git auto-update (the package isn't on npm) against tagged releases; v0.1.0 is tagged and ships the compiled CSS under dist/. Manifest modeled on the existing tom-select and bulma entries.
