New Nut: Implement get quotes by pubkeys

I can implement this. But the NUT is not merged yet, that's a problem?

No, we need implementations before we can merge the nut.

Thank you

@thesimplekid I will need to implement the logic for wallet too? Or just the new mint request option?

[thesimplekid]

Cdk we generally do both so that we can test. You can do them as separate stacked prs where the wallet pr depends on the mind pr if you like.

We have a problem with this NUT, an attacker can do a replay attack to Mint and get the quotes from someone.

I proposed a change that solve this.

Can you help with review, @thesimplekid ?

@thesimplekid I was implementing the wallet side for this NUT on CDK. But i have a doubt, i'll need to implement this path for the Bolt11 too?
