Switch the collapse-react-surface changeset from
minortopatch. We're at 0.x; the public API of@pretable/reactonly added exports (no removals/breaks), so patch is appropriate for this round. Lets us validate the full release pipeline against a small consumer (smoke app) before bumping minors.
