Description of changes:

Move containernetworking/plugins GOLANG_VERSION from 1.25 to 1.26 for all supported branches so the binaries pick up the latest Go 1.26 patch release from builder-base. CHECKSUMS will be updated from the presubmit output.

Closing: this has no effect. The CNI plugins Makefile reads GOLANG_VERSION from the internal build's .go-version (copied in by copy_internal_build_artifacts.sh), not from the release-branch GOLANG_VERSION file. The presubmits still built with /go/go1.25 and the CHECKSUMS matched. The Go version for CNI will move with the internal build.
