Bottom layer of a stacked decomposition of #1276 (which stays open as the reference baseline). Adds shared domain types (PermissionEntityBrandId, PermissionEntityLayer, Status, Role), generateDaoPermission/generatePermissionEntityRef generators, permissionNameUtils, and the OSx sentinels. Inert — no UI or behavior.
