feat: export AI SDK telemetry to local OTLP

Summary

• export Effect traces and logs to explicit local OTLP trace and log endpoints while keeping the existing runtime wiring centralized
• bridge AI SDK experimental telemetry through an Effect-managed OpenTelemetry tracer so ai.* spans attach to the current Effect trace
• add shared tool span/log annotations and route prompt callback bridges through the observability runtime for better local motel queries
