Updates the recorded NPU3 firmware and certificate blobs in tools/info.json to newer versions, ensuring the tooling that consumes this manifest will fetch the updated artifacts for the relevant PCI IDs.

I checked MCDM, mpnpu is rev10: 1.7.1.339. cert is 1.2.0.32
