feat: add execeed max iterations event and the corresponding handling event in agent #11

Currently, AgentScope supports human-in-the-loop events like external execution and user confirmation.

However, there may be cases where the agent exceeds the max iterations, and we should expose this event to let the user decide whether to continue by updating the this.cur_iter attribute.
