Describe the feature

add an option (via a setting or server toggle) to send Quaver's embed and text responses silently. This can be achieved by utilizing Discord's native SUPPRESS_NOTIFICATIONS message flag (bitfield value 4096) for bot messages.

• reduce notif spam
• prevents users from having to completely mute text channels or ignore Quaver just to block bot alert sounds.

some users are resorting to using Discord's "Ignore" function on Quaver. cuts off their ability to see what is playing just to avoid notifications
