[Bug] Undo/Redo after insert operation is adding extra bytes

What's the issue you encountered?

On a provider with a non-zero base address, performing undo/redo alternately after inserting adds extra bytes until the provider size is greater than or equal to the base address.

I think the root cause is due to the commit 5ce75b3. Another issue (#2822) is already reported due to the same commit.

How can the issue be reproduced?

1. Create a new file
2. Set base address as 0x7
3. Insert 1 byte
4. Perform undo/redo alternately.
