Fix HID passthrough for gaming mouse feature reports

Summary

• bridge downstream HID GET_REPORT requests to the attached mouse instead of returning cached or zero reports
• preserve report types in the cache and include Report ID prefixes when forwarding SET_REPORT
• request re-enumeration after runtime 16-bit mouse report override and keep idle stop reports on the override layout
• expand vendor report queue capacity for bursty software handshakes

Testing

• ./build.sh metro reached 'Built target PIOKMbox' and produced build-metro/PIOKMbox.uf2
• Note: the script exits non-zero afterward because the upstream script checks for bridge artifacts even when only metro is built
