…lane

`fundsIn` lets anyone lock any amount under any OpId, and the federation
checks only the deposit it is shown. A depositor that locks 1 under its
own mint OpId and then the real amount gets a signed, broadcast mint -
but holders feed consensus every FundsIn log in chain order, and `cea`
judges the mint by the first event citing its OpId. The holder refuses
it, and the next mint on the lane, backed by a clean deposit, is refused
too: it descends from the first through the rolled-forward bridge right.

On the pinned rgb-consensus-s-bfa 2faf611 the lane test fails with
"first settled = false, next on the lane settled = false"; both holders'
logs name the first mint's OpId. only_wrong_amount_locks_fail passes
and must keep passing once `cea` accepts any matching event.

Moves rgb-consensus-s-bfa from 2faf611 to c250a9e, whose `cea` passes
when any FundsIn event carries the mint's OpId and minted amount instead
of judging the mint by the first event citing its OpId. A wrong-amount
lock placed ahead of the real one no longer makes holders refuse the
mint, nor every later mint on its lane.

The change is confined to the instruction's execution: the BFA schema
id and every script lib id are byte-identical under both revisions, so
existing assets and consignments are unaffected. The lock moves only
rgb-consensus.
