Commit per-platform LTO-stripped archives (~11 MB each) so that `go get` works without a Rust toolchain: build the staticlib as the sole crate type via `cargo rustc --profile lib` so LTO drops everything unreachable from the C ABI (56 MB -> 11 MB). CI now cross-compiles all four targets on two runners and commits rebuilt archives back to the branch.
