• add companion tests for the encoded OAP sections
• pin the RuleSpec toolchain to axiom-encode 0.2.782 / f06a0b3f2a7b045036dabae1eb1574a1bfd64f85 and the Colorado CCR corpus ingest e05969200417fb6e1be5d17921452b46e97e9fc9

Notes

• The generated RuleSpec is legally aligned to the 2026 Colorado CCR. Published PolicyEngine currently lacks the 2026 OAP grant standard, so I opened Update Colorado OAP 2026 grant standard PolicyEngine/policyengine-us#8700. With that PE fix installed locally, the Axiom PolicyEngine oracle passes for the comparable OAP cases.
• PE does not model the 3.532 inmate/unlicensed-facility grant-payment exclusions, so those tests are intentionally marked unsupported by the oracle adapter rather than compared.
