Adds a French (fr-locale) locale to the Open Source Radar website: a full translation of every site message, a language option in the locale selector, and test coverage for the new locale so it stays in sync with English. Also includes the filters.open translation.

Closes #282

• I didn't edit generated files (issues/by-*, data/, site/data/, the README stats block).
• For pipeline changes, python3 -m unittest discover scripts, ruff check scripts and ruff format --check scripts pass.

Hi @TanbirRamim! I've updated this to the latest main (includes #283 German and the new filters.open sort option) and added the French translation for filters.open. All i18n tests pass locally. This replaces the earlier PR that got auto-closed when I rebuilt the branch. Ready for review, thanks!

Merged, thanks @ggfdrthbf176, and thanks for the quick rebase! The first test still had a hand-kept locale list, which is why your two PRs kept bumping into each other. #303 makes it loop over every locale, so Bengali only needs its block and the menu option now.
