Adds Rollgate to the Services section under Plugins.

Rollgate is a feature flag management client for Flutter with:

Gradual rollouts via consistent hashing
A/B testing with variants
User targeting based on attributes
Real-time updates via SSE
Local cache fallback for offline

Part of a 13-SDK family, all open source: https://github.com/rollgate/sdks
