Add faucet deployment aliases

Summary

• add symlinked faucet deployment helpers modeled on the orchestration deploy aliases
• support locked fast-forward pulls and independent frontend, community frontend, and machine funding server deploys
• deploy the faucet contract, read its address from the Foundry broadcast artifact, and update all three runtime env files

• disposable mocked contract deployment/address propagation test
• cargo fmt --all -- --check
• cargo clippy --workspace --all-targets --locked -- -D warnings
• cargo test --workspace --locked
