Revert the temporary if: false guard added in 2df6c40. The noneng runner pool is restored.

The noneng runner pool is restored.

Yes and no. I still don't see the two runners that consistently passed the performance regression tests.

I see linux-strix-halo-gpu-rocm-ctr-halo-b47-10-gpu0, which failed on this PR, and I see linux-strix-halo-gpu-rocm-6-gpu0, which failed on past PRs.
