…verlay Brings the ROCm Paddle fork up to PaddlePaddle/Paddle develop (3.4.0.dev20260825) and re-layers the AMD Instinct (ROCm) overlay on top. Validated on AMD Instinct (MI300X gfx942 and MI350X/MI355X gfx950) under ROCm 10.1 (manylinux2.28 container). This is a large sync: an upstream version bump plus the ROCm/HIP overlay carried forward. Internal validation reports + reproduction artifacts are tracked separately, not part of this change. Co-Authored-By: Claude <claude@anthropic.com>
