Add barrier statement to squin

Add a barrier() statement in squin to block compiler from trying to merge gates to be done in parallel in the placement compiler pass

Lets move this to bloqade-circuit.

formally it should be Barrier(IList[Qubit, Any])

We would need a tracking issue in bloqade-lanes to support Barrier.
