Description

Disable the release/1.3 test CI entrypoints with the required message: Formers 封版，请去 Fleet 开发.

The change covers the pull-request clone entry in _clone_linux.yml, the Fleet Model Test H20 single-card, H20 multi-card, and A100 entry steps, Model Unittest GPU, and Unittest GPU. The dependent XPU reusable test is skipped through its clone dependency. The shared clone workflow exits only for pull requests, so push and workflow_dispatch publishing paths remain unchanged. Approval, release-description validation, lint, and label-maintenance workflows are intentionally unchanged.

Merged in dev: #5007

Validation:

• YAML parsing passed for all 26 workflow files.
• actionlint passed with the repository's existing custom-runner, legacy-action, reusable-input, and untrusted-expression baseline diagnostics excluded; the edited files introduced no new diagnostics.
• Local workflow/action references passed.
• git diff --check passed.
