feat: overlay fill, stacked tooltips, whole names in member-combobox - #91

Overlays were bare frosted glass, so on a busy page the fields read over whatever sat behind them. A new overlay token (the background at 85%) fills dialogs, alert dialogs, menus, popovers, selects and toasts; the dialog backdrop stays unfilled. Tooltips stack their lines instead of setting them side by side, and member-combobox keeps a member's name whole and truncates the email. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Feedback from /rooms on portal.dev: dialogs were too see-through over the room grid, a tooltip with several lines set them side by side, and the member menu cut names to one character.
