Bump NVIDIA Container Toolkit to v1.20.1-rc.1 - #501

The k8s-mig-manager image bundles nvidia-ctk built from the toolkit version pinned in deployments/devel/go.mod. Move it to 1.20.1-rc.1 to match the version the GPU Operator is moving to. The v1.20.1-rc.1 tag has not been cut yet, so pin the pseudo-version of the release bump merge commit on toolkit main (24761af0847d), the same commit the GPU Operator pins. The new toolkit depends on github.com/moby/sys/devices instead of the runc libcontainer devices code and no longer pulls in runtime-tools or sigs.k8s.io/yaml, so THIRD_PARTY_NOTICES.md is regenerated to reflect the changed license set.
