Description
Prototype a writable, workspace-local pip cache for the cuDF pandas wheel-test job. The wrapper pins the unreleased
rapids-init-pipchange by commit SHA, so this can validate reuse across the job’s compatibility virtual environments and across workflow reruns before the tool is released.Refs rapidsai/build-planning#260.
