Add GOES CSR to SPOC

Description:

The purpose of this issue is to add GSR CSR Satellite Radiance BUFR Data conversion scripts to the SPOC repository using ObsBuilder.

Requirements

To enable conversion of GSR CSR Satellite Radiance BUFR to IODA format, the following components are needed:

• A mapping YAML file defining the variable mappings
• A Python script to compute derived variables
• bufr_backend YAML
• script_backend YAML

Tasks

• Build or update the backend logic for GOES CSR in ObsBuilder

• Compare low-level vs. high-level conversion results for consistency

• Compare GSI outputs to the IODA-formatted outputs to verify correctness
