Call the H3 point-to-cell function by the name MobilityDB declares - #63

The batch benchmark queries read the H3 cell of a query point through latLngToCell, the name MobilityDB declares for it after h3-pg's h3_latlng_to_cell. The prefilter comment states what the COALESCE does: a row whose cell is NULL falls through to the exact eIntersects. MobilityDuck answers latLngToCell once its MEOS pin reaches the MobilityDB master declaring it, since its generator registers the H3 point-to-cell function by its shape under the name the catalog gives it.
