Prepare Email21: App1.9.1-preview.2, Runtime0.4.0-preview.19, minimum Host0.3.0-preview.131. Includes merged #13 and #14. Keep sealed App Kit alpha.39 and Runtime Kit alpha.35 unchanged.
Local provenance, App/UI checks, closed Runtime artifact graph, focused Runtime/process tests and reproducible App builds pass. Host comparison preflight admits the App version over the installed1.9.1-preview.1 and older local preview. The detached compatibility asset resolves the published Host131 digest and checksums. Publication requires green exact main CI; demo rollout retains App20/Runtime18 and performs no Send.
