Requested by the maintainer to prepare a new release. This version-only change needs package validation rather than new tests.

What does this PR do?

Bumps LitData from 0.2.75 to 0.2.76 and finalizes the September 30 release notes, including temporal windows, mounted-storage reads, GPU-local CPU/NUMA affinity, and opt-in NFS direct I/O. Records the PyTorch 2.4.0 minimum and fixes merged since the previous release.

PR review

Wheel and sdist builds, twine check --strict, and commit hooks passed. Both distributions report 0.2.76 and include the native direct-I/O helper source. After merge, publishing the GitHub release triggers the existing PyPI workflow.
