docs: align visual identity with TIP/S4L family - #43

Add IT'IS-family branding to the MkDocs site: SuMo logo + favicon, Inter font, TIP blue/indigo custom palette, TIP-style workflow diagram component, card-grid landing hero, and IT'IS footer via theme override. Rename nav to Quick Start/Workflows/Background/Reference/About, apply admonition vocabulary to top pages, and record invariants in DOCS_SPEC §W. Verified with 'make docs-build' (--strict, exit 0; nav warnings are intentional for the linkable-but-unnavigated V&V report and the dev-facing style guide).

Summary
Aligns the itis-sumo documentation site with the IT'IS Foundation family (TIP + S4L) so the three manuals read as one visual family.
