Expose application version and build revision

Summary

• define public version 0.1.0-beta.1 once and use it for package metadata, REST, OpenAPI and Web
• add GET /api/v1/version with exact full build revision
• show public version and short revision in the shared rack/module footer with stable test IDs
• log name, version and full revision once during startup
• inject full Git SHA into Docker images and add OCI version, revision and source labels
• fail CI before versioned publication when a deliberate v... Git tag does not match the public version
• document the confirmed release rule in the authoritative REST, Web and product contracts

Impact

Operators and future OKW acceptance tests can identify the exact running artifact. Normal main publishing remains unchanged; a versioned beta image is created only by the matching deliberate tag v0.1.0-beta.1, and prereleases never move latest.
