Summary

Updates the shared CI workflow to magic v1.19.2 and refreshes the first-party tooling locked for local checks.

Details

• Pins the reusable CI workflow to the v1.19.2 commit.
• Refreshes magic-codemods, magic-oxfmt-config, magic-oxlint-config, and magic-tsconfig in the lockfile.

Testing steps

1. From the root of the checked-out repository, run:

   pnpm install --frozen-lockfile
   pnpm run lint
   pnpm run format
   pnpm run typecheck
   pnpm run test
   pnpm run build
   pnpm run changelog:check
   pnpm audit --audit-level low

2. Confirm every command exits successfully.

Proof from 3371e27: the frozen install resolves the new tooling versions, and the full local suite runs against them.
