GetObservations fails when only temperature (no salinity) in CTD observation file

The GetObservations-geos_marine task fails when CTD observation files stop having both temperature and salinity observations and start having only temperature for some period. The error message is IndexError: salinity not found in /ObsError. For reference, I'm seeing this in Doruk's fgat_dataatm_1day run starting from 20230218T1200Z.

It's actually @Dooruk's (long-running) experiment. I'm guessing develop.

We addressed this by adding empty salinity fields into CTD obs files when necessary.

In the long term we can separate profilers into temperature and salinity obs to avoid this problem.
