Bufr-query as part of jedi_bundle

Per @gmao-yzhu's request, we need to have an option to install bufr-query.

We should first try if we can do this withing jedi_bundle, as an additional repo. It will mostly depend on https://github.com/NOAA-EMC/bufr-query/blob/develop/CMakeLists.txt.

This will be relevant in a month or so, but I'm creating the issue now.

This is not urgent, we could use an offline bufr-query build in SWELL. But would be nice to have an option to build ultimately.

I asked this @mathomp4 over Teams but perhaps it is better to add here. For the short term, we can have offline installations and continue testing that way. However going forward to have a bufr backend in observation YAMLs require addressing the following which is my understanding and the problem we will be facing:

Currently an old version of bufr-query (0.0.4, from 2024) is in spack-stack. The developers are basically not updating the spack-stack version but continuing the development (this is understandable as spack-stack modules get updated every 6 months or so, way slower than the development). Though they should update it at least a year IMO.

@gmao-yzhu wants to use one of NOAA-EMC's latest bufr-query releases and eventually even wants to have a GMAO fork.

One thing is that ioda requires bufr-query like so:

For those without JCSDA-internal access:

This means the JEDI/IODA bufr backend would be using whichever version ioda is built with. So in order to impose ioda to use whatever bufr-query version (whether a recent NOAA-EMC or GMAO version) we would need to modify CMakelists.txt in ioda each time.
